I forgot the mention the tenant exhibits extreme mood swings and admits to drinking while on medication. 

I'm sure that there are plenty of people that overextended when the market is good.

I have plenty of investor clients that buy renovated or almost new construction fourplexes with tenants in place.

That's not a bad strategy if you are confident in the location and make plenty of money in your day job or have money to support being cash flow negative for a while until the value goes up.
