For plumbing they generally (it's different in different cities) will pass the rough in inspection first, then you have to do the other stuff (like install the bathtub and fill it with water) and pass that stuff before you do the wall tiles etc.  

For multifamily i'd focus on stuff newer than 1950 so your maintenance costs are lower.

Now that was my first event and I don’t know if they are all like that, but I feel bad for those who feed into this stuff. 

When talking with people they would ask about my experience and I would inform them about doing stuff for myself and I'm looking for side jobs. 

It'll be a regional bank doing them for a loss to build karma, or to check Community Reinvestment Act boxes, that sort of stuff... still kicking and screaming, but they'll do it, they have some incentive other than making a buck on that particular loan (they won't).
