For plumbing they generally (it's different in different cities) will pass the rough in inspection first, then you have to do the other stuff (like install the bathtub and fill it with water) and pass that stuff before you do the wall tiles etc.

For multifamily i'd focus on stuff newer than 1950 so your maintenance costs are lower.

It'll be a regional bank doing them for a loss to build karma, or to check Community Reinvestment Act boxes, that sort of stuff... still kicking and screaming, but they'll do it, they have some incentive other than making a buck on that particular loan (they won't).
