Finally the interim manager I found placed a note for her to call me within 24 hours or the police will have break down their door in an emergency-basis (the water bill was almost 4x as high but there are no obvious leaks and the cause is not obvious).  

lol  I've also asked the police department what their opinion was when I was looking at an area I wasn't familiar with. 

You receive fines from the city (DNS) for littering and trash, the police gets called to deal with issues, one tenant moves out, and the PM can't seem to get a grip on this.

You just can't sift or police jerks, it comes with bearing your questions for a bunch of people to reply to.
