Greenfield has been improving roads, infrastructure, and outdoor spaces. 

I think this is a great idea, except it would be hard to monitor the tenants actually doing what they say they did plus it might be worth not having them mess around with your 4K investment.

If the infrastructure, beauty, and tourism dollars start flowing into the region, then Puerto Rico will look drastically different than what it used to be. 

For one, violations are so common that it's not going to mean someone will sell below market.Second, those type of events already trigger 10000 calls, texts, and letters from people that have systems setup to monitor such things.  

You still need a custodian, but they are removed from the day to day monitoring and approval process.
