Thanks Hey Mike, So first let's hit the obvious that asking this, here, is the definition of "chumming the water" lol.

Unlike many other things that cause insurance premiums to rise (like a pool) being in a flood zone does not typically increase your rent unless the home is directly next to a desirable water feature like the ocean. 

Today to develop these are the concerns: is there water available; is the plan similar/compatible with neighbors; parking; traffic; time frame; cost....  

He says, I have damaged it because of water. 

Blocked condensate pan, dirty air filters, clogged pump, low freon, unit dying, vents not properly installed, air conditioning unit too small for square footage/airspace, exhaust blocked by plant material or stuff stored, animal inside the unit?
