You might produce a Rental Agreement to your liking; say with a 6 or 12 month Rental period, and have the purchase of the property be contingent on the Seller getting the tenants to sign the agreement.

It can actually get a little complicated in Washington depending on which act the structure falls under and what the procedural history is.Most commonly though the HOA's CC&Rs include a clause subordinating HOA liens to a lender's mortgage.
