If you have a title company that is investor-focused (or supportive), and owned by an attorney (or at least has good relationships with a law office) then you should have a helpful guide to generate the debt instruments needed. 

I called county offices trying to get this information and they seemed clueless.  

I would roll it out of the garage and then contact local code enforcement or police to determine the next step.

I just got word today that a long time tenant that currently rents a single family home from me in a small rural town, had to have the police come stop a domestic dispute 2 days ago.

Practically speaking, you should at least call the various government offices that may have information about liens.

I just read the revised 2008 house bill when Martin O Malley was in office pertaining to foreclosure consulting, foreclosure reconeyance, and foreclosure rescue transactions. 

The trustee,  who interestingly enough listed his office as the buyers office address, is the Sheriff.

If they steal it from there then it's a police matter and when they are found in possession of the goods it's theft clean and simple.

In addition, you may want to build in about $1,000-$1,500 per year as reserves for larger items down the road.There will also be office, legal/accounting, advertising, etc.
