It's challenging, since as you point out, we don't typically have the customary paperwork/processes for the local market (in my case, I was American renting in Japan). 

Yet, out of my experience and knowledge investing in Latin American countries, I'd be careful not to suggest that it's the Wild West, a free for all and that most professionals are crooks there and that investing there is scary (which I know isn't exactly what you wrote).

I was hesitant, in my mind I wanted the American dream.  

Plenty of Americans have been buying in Mexico using a HELOC on a US property.

These government programs are not looking out for the interests of landlords in any form or fashion.

I usually get mine for clients as closing gifts through American Home Shield. 

Background checks are recommended and good old fashioned Google searches can go a very long way.
