Facebook is moving away from sponsored posts in news feeds order to keep and attract more users.

After that, market it on your business's facebook page and Craigslist - especially Craigslist. 

It basically serves as a website + a lead magnet where instead of people just going to your site and perusing around, you are able to capture their information by guiding them through the sales process of your business.You can build different pages for all of your open houses, or if you can create a page for giveaways/ raffles etc. and then promote them with Facebook Ads.

If that is true, on what ground complaint can be filed simply because landlord disclosed the status of this rental with sec 8 authority. 

I even tracked someone on Facebook but they claimed that they weren't the owner.

I used certified mail to send a 60 days lease termination notice to tenant, the mail should arrive one week ago, but today when I check status online, it still shows in transit, so I called the post office to ask why, and get answer that the certified mail needs signature from the receiver, and when there is no person at home, mailman just leaves a notice at the door and ask them to pick up letter in post office.

I would either search facebook for the owner or http://www.whitepages.com/reverse_address.
