The markets listed by op most likely have certain demand drivers in the short term (such as current Raiders stadium and other construction projects) that will drive the increases in 2019 for the retail buyer, however, there is a high likelihood that these increases are short term just for 2019.  

Walkability is critical.Investment returns are not my primary driver and I’m familiar with the reality of low rent-to-price ratios as I used to live in NW PDX in 2010-2012.
