Who will do quality control and make sure everything is functioning properly, furniture is not broken, grounds are maintained, etc?

Almost every house you will find needs to be at the very least painted and new furniture. 

It's probably close to a dumpster full of stuff and furniture and then it needs to be demoed down to the studs.
