Well if you want to raise the rent sooner you can push the issue of the dog since it is technically a breach of the lease but common sense says just ride it out and let them leave when the lease is over as long as they are taking care of the place and paying on time.

No one thinks about the tourists in the taxis that spend 80$ on what should have been an 18$ ride and the working class people stuck on the cross town busses being made late to work... and when they shut down the Brooklyn bridge the traffic backs up across the bridge on the brooklyn queens expressway causing headaches for tons of truck drivers who just want to get there trucks back to the lot and get on the train to go home...
