If the home does not have any existing liens outside of the mortgage that is being replaced, I don't see why owner occupants would be unable to buy.

Otherwise, you could look into non-conventional loan options (outside of Fannie/Freddie) that allow for less than 20%, such as local credit unions.As for your numbers, you're missing a few important components; the big items would be maintenance, CapEx, and utilities (water/sewer/trash) for a 4-plex.

I should clarify that it is an out of state property/land so I will be reaching out to the city council as an outsider but I am hoping by stating the creating affordable housing scenario that they would be more inclined to at least hear me out.
