I know it sounds like I'm splitting hairs but some banks write HELOCs in their residential department....which won't write Investment Properties.

The city planning department and/or building department will have these records and can share them with you.

The only challenge encountered on this file was having to deal with the water department on the property.

Its a one page form tenant and landlord fills out and is filled with the Finance department.

If it is a major re-build it could take a couple weeks, and with supply chain difficulties, much longer2-5) Your departing tenant should not be expected to make the unit as clean as you would for an incoming tenant. 

When it comes to building teams or hiring support staff, larger companies are more likely to have experience in this department, and many times can help provide a road map and some guidance for expanding productively and without derailing your business in the process.

I’m hoping that the local police departments will be able to take care of this matter but I would like to get other peoples opinions.

I would suggest calling the building department at the County or City depending on where the lot is and ask to talk to a permit coordinator and get them to explain what is needed to permit and build a property.
