This is actually a huge topic that I don't think gets enough attention.One thing I'd suggest is to figure out which specific actions will result in you making money, and focus 100% of your time and resources there.For instance, DON'T waste your precious time and resources on things like:Updating your logo, letter head, business cards and websiteMaking daily/weekly posts on social mediaCreating complex spreadsheets that do complicated calculations that don’t add any real value to your bottom lineBuilding a following on Twitter and FacebookBuying a top-of-the-line computer system, printer, external hard drive, office desk, smart phone, etcThese things don't directly result in money in your pocket - so don't put them at the top of your priority list.DO spend your precious time and resources on things like:Generating leadsResearching properties and learning how to identify when you’ve found a deal worth pursuingSending out offers every dayEstablishing adequate sources of funding for your dealsFind buyers for the properties you’re trying to sellMaking connections and staying in contact with people who will help propel your business forwardThese things very likely will result in you making money - so spend as much time of your time and resources on these items as possible.Managing the day job and the night job can be a huge challenge, no doubt about it...

To get to your sale price, figure in your renovation costs,  figure what rents could realistically be raised to after renovations, what expenses could be reduced to (upgrading common lighting,  more water efficient plumbing,  right-sized trash service, etc) and any appreciation after a year or two of ownership,  and knowing what the typical offering cap rate is for a turnkey property you can compute what you could likely sell for.    

It's definitely not impossible, it almost feels like studying Computer Science.

Assessed values could easily be low by 20-30%, again if good comps were used.The next thing to consider is that the assessor is building their comparable sales with computer models.

I do not believe there is any system especially an internet/computer based system that will make finding deals easier.  

I need them to be online and pc based as im on tablet/computer with free 2-3hrs per day and 1-2hours at home i should make ok progress. 

FHA/USDA/VA guidelines and conventional guidelines will only require 12 month rent verification under specific scenarios, almost all of which are determined when your file gets run through Desktop Underwriter, which is the program that underwrites your file before the human underwriter touches it. 

I’ll need to double check when I am back on a desktop, but the File Place should contain thousands of spreadsheets that people have uploaded to share with others.
