We actually called the police on someone here in Columbus Ohio that was doing this with rentals that we own.

When we have called the police, they don't get involved saying it is a civil matter.

When I called the department, they actually said it's because rentals are not kept up as well as owner occupied, so landlords have to pay for extra code enforcement people required to check up on rental properties and code violations, which is ridiculous as most neighborhoods there are HOAs that police their neighborhoods better than the city could do.  

For evidence I have the police report, but it doesn't say much.

Just do your due diligence, especially police records to determine if they may be a problem.

This means that some are stand alone agencies, some are part of community development, building & safety, police, etc.

Try filling your rental with single girls and see how long it takes for the endless streams of boyfriends to show up, with the police and the plugged up toilets. 

Our local police like to call everything a "Civil matter" even when its a crime.

I turn on the Greek news regularly and see places that I know well going up in flames, desperate rioters throwing Molotov cocktails at the police, EU and Greek officials routinely making surreal pronouncements and projections about the economy for one politically-expedient reason or another that has no basis in fact.Bad things happen.
