How do you find out the owner and phone number of an empty lot without paying some website?

I verified this info from the state tax website.  

I have been spending every free moment educating myself about real estate investing through the Bigger Pockets website and related materials.

No matter which option you pick, the fact that you have an advertisement, sign, or a website means there is something in it for you.

I know hcad.org (Houston) usually has info about taxes, liens, etc but I'm not sure if there is an all encompassing Texas website. 

Definitely spend time on this wonderful website getting to know the layout and listening to the podcasts - it's a great resource!
