anyone can learn the basics of DIY as one acquires properties, however knowing how things are done and what is required to do these things prevents being taken advantage of by contractors. if you just want to learn how to fix things,  the internet can teach you to do practically anything.

So for me to build one would eliminate the incredibly difficult task of finding a decent property to purchase.

Generally only use them for task oriented stuff. 

Didn't read past that.I find the site informative and accurate, but before acting specifically to internet information posted, even by a law firm, that you get current and specific counsel.

I did try finding someone on the internet that has had to pay the $10,000 fine and I was not able to find anyone.

What about phone/cable/internet?

You can hire one from India or other places and pay $5 - $10 per hour, depending up on the task you are having done.
