Conditon of apartment is at time you take possession, so do a walkthru on that apartment within the first week or so of ownership.Ask owner to send or drop off to tenant letter of change of ownership this is usually done day of closing, and you also send or drop off letter of introduction including where and how to pay rent, and emergency service contact info. 

Is there some service that can provide contact information (name, address) of folks who are currently a 2-3 months late on their mortgage or possibly in a pre-foreclosure situation?  

(insurance, property tax, HOA fees, maintenance expense, % vacancy, capital reserve, management fee (if any)?

However I believe there is an option to upgrade beyond the free service to access this feature.

I think the issues that you are going to run into is that technically you incurred these costs before you started your rental activities and before you placed the property into service.

If they get sick enough where they can't pay, be patient, but also see if they have family or any special services can help out

Maybe flip a property or two to build up some cash reserves, or partner with someone.There's also a bit to be said about not over leveraging.
