This investment logic only works if the total value of your properties then does not exceed 900K or 90K per property to achieve a 10% return on your cash.Obviously this is a very rough example however it is extremely unlikely (near impossible as appreciation occurs) the return on a paid off property would ever exceed the prevailing mortgage interest rate which would make liquidating and investing the cash, almost anywhere else than in real estate, a smarter investment strategy.

No you cannot call the bank as they are legally not the owners until the sheriff sale occurs which is when they take ownership.Only options are to reach out to the homeowner to try to make a deal and prevent foreclosure from occurring, but it at the sheriff sale, or buy it when the bank lists it for sale on the open market.

Remove,HOWEVER,If you can turn an eyesore into a feature it would be awesome.You could plant a bunch of climbing roses and cever that entire thing in bulging flowers of all colors.It would be very beautiful, and functional.The smartest thing to do however is to remove it simply because most likely the people that will buy your hose won't need it...
