Yes @James Park, 1031s are still fundamentally unchanged.  

Start there unless its BofA or some other national bank.

For example, I saw a abandoned duplex in the Washington Park area, when I did the search, I saw that a watchman was required at night, structural violations abound, etc...I immediately said oh no.

I'm guilty of having one national banking relationship held over from the days the little guys weren't online, but they are now.

The issue you need to check into is if the park will allow rentals.  

Your best bet is to call around and present your question to local banks, small local credit unions, and the national SFR buy-to-rent finance companies such as B2R, Colony and Firstkey and compare terms, rates and fees.  

Normally I would go $750 first unless you have a reason to believe the lower rate ($700)  is correct (not as big as your other units, located more poorly, bad parking, funny layout) If you have a specific tenant he wants you  to accept at a lower rent to get it filled do this only if the tenant is qualified otherwise and you are happy with it.
