@Timothy Swindle If you like Michigan, check out the southern coast of Lake Michigan there, towns like South Haven and Grand Haven.  

If you're willing to invest in riskier neighborhoods then others, you can find similiar #'s in areas of western mass, RI/CT and along northern MA/southern Nh border.

Being from Long Island, our southern shore areas do require flood insurance.
