The gas and electricity had been left on all winter, and the home was in perfect condition!

However, at the same time all of the roof's other structural components are perfectly fine so all that is needed is an overlay of new shingles.

However if the house has a few decades of age and the floors are fairly flat and level and the walls fairly plumb (not perfect, just not way out), and there are no horizontal cracks visible in the walls or concrete, then you don't likely have a foundation problem.

You aren't being bad if you charge a late fee,  tenants test you if they think they can get away with it, but when you are a no ifs/ands/whats about it, lease enforcer, they will likely become great tenants!    

Many times sellers create a Pro Formas that looks perfect and buyers take the numbers at face value.
