I haven't seen too situations, up here in the county or the city, where the tenants have restricted access to the panel in either a SFR or MFR's.In my opinion it would be a life safety issue to not allow a tenant access to the panel in case of an emergency, especially for non-GFCI outlets.

The upgrades also help along our appraisals, of course, which always need as much help as they can get.We have washers and dryers in all our units, but I also offer to put in hot and cold outlets and electrical for a tenant-provided second washing machine in my rental properties for free, again, something no landlord would normally do and no tenant would normally care about -- yet 50% of MY tenants have gone out and bought themselves a second washing machine to wash their scrubs in.
