.- I guess what I'm not clear about is since they have such a stellar reputation, and I met and talked with a ton of their investors just a week ago, why they presented me with this questionable property and it doesn't seem to measure up?

The cap rate is against the NOI so an increase in NOI will only increase value since the Cap rate remains the same.Too many people think the cap rate is their investment "return" and the higher the better when in fact it just measures the perceived risk to collect a NOI.
