In some of the less safe areas of JC (Greenville, etc.) you might anticipate more difficulty collecting rent or getting good tenants which can obviously hugely impact your numbers.

There's a few local banks that do rehab loans at 85% of project cost, but sometimes they crawl so far up your rear end that you can taste them...I get your pain on paying points & high closing costs, but I think the most important thing to consider is your cash on cash return for the project and the difficulty in securing the financing.  

How difficult is it to refinance?

From vacancy to evictions to property damage, tenant difficulties means lost income. 

Pricing isn't based on whether its vacant land or not it's based off of difficulty obtaing the QT.  

I will say that it can be challenging to get a delinquent tax list and the level of ease vs. difficulty usually depends on a few things:The county you're requesting it from.Your ability to find the right person at the county office who can provide it for you (it's usually NOT the first person to pick up the phone).
