I have a number of rentals and my cash flow is very good but I overextended myself, and my cash reserves are too tight.  

The offer deadline simply means the deadline the agent set for all offers so they can present it to the seller.

As far as filing a lien - in my state there (1) has to be a signed contract and (2) they have to act on it within a year or it goes away - there's a bunch of deadlines they have to meet and it's unlikely that will be done.
