(b) If a person offering to redeem fails or refuses to nominate a referee as provided in subsection (a) of this section, he or she must pay the value put upon the improvements by the then holder of the legal title.

I used to use Podio and still have an account--but it failed on the automation aspects.

If Property B fails, it can impact Property A and the whole house of cards comes tumbling down.It's also hard to make the numbers work.

If I were to take a poll of all of the investors who came before you and who  implemented similar entity formation structures I suspect at least 90% fail to utilize the correct insurance depending on the status of their project (vacant, builders risk, property etc.), fail to execute contracts with vendors, use uninsured and unlicensed vendors, fail to be added as additional insured (likely don't even know the difference between being a certificate holder and being added as additional insured).   

When you target towns based solely on your budget, you will fail.
