Plus a next door neighbor that has broken into this house and stolen my tools and my electrical contractors tools (Legal disclaimer - My personal opinion, not provable) I don't like leaving it empty for long. 

Just think about if someone in one of those apartments had their identity stolen at Christmas time (Maybe from an ATM card copier or some such, nothing to do with your guy).

So they way to be prepared is to have a report already typed or written up explaining the circumstances, property stolen and/or damaged with the costs and serial numbers if you have them in the case of them being stolen, and any opinions you may have to lead the detectives in a direction.

I would say that the biggest problem might not be that he's disabled, but that he's the former owner.He's already resentful and probably thinks that the house was stolen from him.
