Was it a Satisfaction or Release?  

Not only do I have to do the quiet title against the heirs, but also the city and school district have a lein on the house for all the back taxes that led to the sale before the house even belonged to me, and I have to pay to have this quiet title brought against them to have the lein released.  

After you paid them, they often refuse to release this information to you.

If there was an old mortgage (unlikely on a lot) then you need a release from them.I have done this multiple times and not needed an expensive Quiet Title.

Lastly, he will not release the rent roll or leases until he accepts a contract. 

If their was an old mortgage, get a mortgage release.

Where i am it makes little sense to fight a tenant as we have strong tenants rights re lease breaks. 

Be sure you have a clear title before releasing any funds.
