Without having more facts, it is impossible to tell you which is the better deal. 4-5 years is extreme and I cannot imagine anywhere where that would be the case, EXCEPT for highly competitive markets with over regulated planning, design or environmental hurdles to deal with. 

i have to agree with Nicky Reader - there might be environmental causes, not ghosts. i would not in a million years believe a ghost story, except, when my mother and i started "hearing" cars started in the driveway and "seeing" a truck pulling out - i didnt own a truck!

In California they file a lien w/ the county dept of environmental health so be sure to check with those type of departments to ensure any liens can be cleared w/ the retest.

This means you'd have to go through a separate site plan review process designed to ensure that the project is done in a manner that is compatible with the environmental conditions, constraints, and character of the area.

Not to mention chemical smells and ground water pollution. 

Depending on the context, it might be wise to obtain and Phase I Environmental Report from a local qualified  engineering firm that does such investigations and reports.  

I'm a millennial, so stuff like environmental impact, waste, affordability, etc. matter to me.
