There are programs available for collecting unpaid rent, but they require the tenant's cooperation.

If you want the tenants cooperation on showing the property, my advice is talk to them about that up front.

I haven't seen any where I or the PM can apply for her without her direct cooperation.

She has been up front and has given actual explanations to the questions I have asked throughout the process.Tenant B has not been cooperative.

It's so important to establish a good "tribe" of professionals (cooperative components) that you will use for each transaction.

If you delivered a clean / clear unit and the tenant has had a hand in creating a pest issue by living sloppily, leaving food out, etc. they should remediate the problem or you can leave a few traps, poison, close holes, etc. as a courtesy.If the problem is very severe, hire a professional and bill back to your tenant if they are unwilling to cooperate. 

Others are I'm sure like your tenant where they are behind but just not cooperating knowing that there really isn't anything in it for them to comply.
