Scammers and they’ll use all kind of lies and tricks to not pay you specifically if you have damage done by the tenant to your property 

we know that's a straight lie.

My concern is more on your vetting process, because that is where the eviction risk lies.

Municipalities really do not like it when you lie to them about living space.

If you do otherwise, you are lying to a financial institution, a serious federal offense.If the loan is not backed by the fed, you can do whatever you and the bank agree to.
