It doesn’t sound like you’re looking to rent out SFH style-to one tenant/group, to where the rooms aren’t split and they would then be solely responsible for electric consumption.

We had one tenant who we evicted as soon as we could as they weren't paying the rent and refused to talk to us...and yes they were getting benefits and decided to spend it on take out and alcohol instead of groceries and rent.

I am not lawyer... but I just gave "CAL CIV Code 1714" and it sure seems to talk about the rights of people who serve alcohol at events... nothing to do with landlords providing security.
