Need to check, but I believe you could get lead-certified yourself for about $300 if it's a house you own and rent yourself, and then supervise the workmen yourself to make sure they are acting in compliance.

He sets up the rehab contract between the investors and the general contractor (the GC is designing, purchasing materials, supervising the project and bringing it to completion) ~ Why would he set up the contract with the investor and not himself if he wants to control the project and not have the contractor communicate with the person he has the contract with?
