It was looked upon by those founding fathers as providing a system so as not to prevent anyone from being able to do what is necessary to provide for their own welfare not "sit on your but and I will give this to you because you voted for me"It also allowed for the communities to provide for those who are trying but were down on their luck without the governmnet prohibiting such activities by regulating commerce or religious organizatons that would help these people.

There would still need to be some type of overall governing body to regulate these things both with the Federal government controlling the states that remained under its control and with other countries.
