Architects have a good handle on the local construction market, costs, permitting, zoning requirements, etc and can even give you a preliminary project cost per SF that is directly based off what they are seeing in the industry for your type of project. 

Make certain that you are assigned a detective that is knowledgeable in handling financial fraud investigations.

As an former investigator everything you are doing is very worrying and could result in liability.

@Neil Smith recommend a LOT of investigation of the arbitrage company, as many are one-man-bands that leave owners high & dry when things don't work out for them.
