Have her check with the county department that deals with septic and see what they can tell her. eg, maybe it was put in before permits were required so it's not out of compliance.

I don't think you have to discount the taxes and water bill, that should be cleared up from the seller's proceeds before closing or at closing by your title company.As far as code violations I would check with the city code compliance department IN PERSON, not on the phone.
