Yes, it helps to have a light turned on so that you can ask about something if you didn’t know about before.

Adding appliances, etc, you're opening yourself up for a headache (lightly put) with the tenants because if anything goes wrong, you're on the hook.

If you're flipping it there, and spending all the money to refinish inside and out, I think the marginal increase in sales price and quick close will produce a very rewarding ROI on the marginal cost of higher-end finishes with some of the flooring, lighting, cabinets, appliances, fixtures, etc.

E.g. painting, light trim work, porch railing repairs, light plumbing, ceramic tile installation, etc. etc. 

I was driving by an apartment complex this afternoon and while waiting for the traffic light to turn green I noticed a guy painting the exterior wall of the apartment with a roller.What really caught my eyes was he outfitted himself with some contraption. 

Before removing the tape, lightly cut the edge with a utility knife to break the paint seal. 

I think some of the turnkey industry in Birmingham and nationwide could use some light on the subject.  

It's close to light rail and is in ok condition.
