Instead it is an impacting event that has an acute affect (no pun intended) on specific industries that foster gatherings of people. 

If I were you, as a few other BP members have suggested, I'd sell and re-invest (1031 Exchange - ping Dave Foster) into a more landlord friendly state. 

In first meeting, would like to foster a long term relationship and not just have this be a one time exchange.

I decided that I wanted more of his time and that I was willing to pay for it and so he and I collaboratively worked out a "paid" mentorship where we partnered on two rehabs (I put up the money, he provided a hard money loan, and we split profit approximately 60/40 - don't recall specific split but I know I got the larger share).  

You're in luck, because @dave foster is one of the best in the business and not too far away from you.One strategy may be to 1031 into a multi-family and then rent one unit to your mom.
