That's all wholesaling is as it's taught in these programs, it's brokering real estate except instead of being up front & telling the distressed seller that you'll sell their property for X amount & take X amount as your commission / fee you are taught to lie to the seller & pretend you are going to buy the property while you secretly attempt to "assign" your contract.It doesn't work.

The seller originally offered 15, i tried to stretch it a bit more, but since he has a certain monthly number that is his primary goal, you identified the only other variable the down payment, that he gave his best and final, so i walked - for now :)@Jay Hinrichs   you are correct on the imputed interest that lies on the seller as far as i know, i dont like the markup either, but as i mentioned - in a longterm play, it ends up being less than what i would have paid on a regular rental loan even at 20-25% below market.

My advice is to accept all forms of payment (maybe not bitcoin or 20 chickens - lol).As far as calling code enforcement well, all you can do, and should have been doing, is keeping your property up to code in the first place.

There MAY be a good deal to be had, but don't get greedy (it will make you stupid) and don't take anyone's word for anything (inexplicably, people lie when money is at stake.
