For a new investor the rehab cost can make or break a deal, so you do want to get professional assistance for estimating these costs.

If they are unable to pay their rent due to loss of job, that under the emergency orders, they are required to notify the landlord of the need to suspend or lower payments for a specific period; they will also need to file for unemployment and housing assistance.

@Russell Brazil i've got 4 units (one currently vacant after a rehab and being advertised) in what I would consider a C-B neighborhood in baltimore. 1 tenant is on govt assistance with the other two paying market rent. additionally, one of the tenants is coming up on the end of their leasing period and will have the option to stay if he chooses.
