I have a homeowner who has little to no equity in a property in the Memphis area ..the home can rent for 600$ More than the original loan monthly mortgage amount .. the arv is 175,000 the balance left  on the home is 152,000 ..

Lake co in the last 3 years has seen half of the entire county burnt.. our Family ranch of the 60s got wiped out this Aug that fire burnt almost 400,000 acres but not nearly the amount of structures.the Tubbs fire last year started in Calistoga ( Tubbs Lane) and raced west and took out a good portion of north Santa Rosa 5,000 homes lost.. then the atlas peak fire at the same time in southern Napa county came roaring down and took out about 100 plus homes at Silverado ( where i lived ) many of my friends lost their homes..

It will be based on a lower purchase price though based on using the O.C.P. amount to reduce the purchase price.You also mention this as a Lease Option.

Planning departments can condition new developments and REQUIRE a certain amount of units or homes be for low income. this becomes a negotiation you can get a density bonus for doing this in some areas.
