My lease agreement makes the tenant responsible for all consumables, including light bulbs, smoke detector batteries, air and water filters, etc.if your lease does not specifically make the tenant responsible, then it is a landlord responsibility.

We can change little things like using steel studs and cementatious materials...we can tighten up the openings and insulate better.....but we have been doing that for a few decades and they now tell us that these hermetically sealed buildings are not good for our health
