Landlords will sell and rental units will decrease in the city leading to higher rents and more competition for units.Oregon as a state is a rough regulatory environment for landlords, you really have to know what you are doing or hire a property manager, if you want to invest in Oregon, I would look to areas that are not regulated in addition to what the state has already done.
