Not in that area but in SoCal, cash is used more to be a negotiating chip to beat out other offers and make your offer more appealing, most of the time I'm not seeing large discounts because an offer is cash.

Lastly, if you can discern the sellers situation, I often advise to write a letter with a picture of your family letting them know why you want to own their home and appeal to the emotional side of the equation.
