what's technically correct and what's practical are differentYou shouldn't have let them pay for and install new toilets They shouldn't take the toilets with them, and if they do they should put the old ones back in but the reality is you're looking at ~$300 worth of materials and maybe a bit more after labor.

The second part of his reasoning was that since it is technically classified as an "investment property", the rate will naturally be higher than if I were buying a house as a primary residence (this I can understand).

Technically you could just get another FHA loan yourself should you move for a "legitimate" FHA approved reason.
