We put the house on the market with all of its flaws only to have the country shut down due to the pandemic. 

Get another job or two and payoff credit cards immediately (starting with smallest balance) and then cut them up and throw them out followed up by a phone call to each one saying you are shutting down the account and want that in writing from them (I can hear the BPers wincing).

For those not familiar with Fresno, it's full of buildings from the 1930's-1940's with charm and character, are generally maintained well by their owners, and is right next to the Tower District, which has a lot of restaurants, bars, and small shops, as well being the artistic and trendy area of Fresno. 

Very close to many restaurants/stores. 15 minutes from both Akron and Canton. 

The issues were related to some joints around the water heater that needed to be replaced as well as a pilot to an unused furnace that was never shut off. 

If they don't pay the bill, I don't think that you can shut your electric off.Maybe you can call PSE&G and ask the what the average electric bill is and incorporate the electric expense into your rent?
