Having your hands tied with not being able to self-managing someone cost effectively might tip the scale to #3.#1 - if what you wrote was true, you may be able to utilize much of the existing duct work.

Once the site is permitted, it can be leased or sold to the highest bidder at it's maximum value. 

Why don't you reverse-engineer and check under BP/Events or on Meetup site where the events that are local to you are happening.
