I will look into the bylaws, and need to do that since the HOA has denied my previous requests for help.

Because of these new laws, we will be forced to not rent to the lower end renters who abuse our properties. 

Seattle has some very specific ordinances about what is considered acceptable forms of identifications,   and IIRC lack of presence of an SSN by itself isn't necessarily enough to deny without risking fair housing complaints.  

This is the simplest method, but it also means your tenants are more likely to abuse the utilities by leaving windows open with the heat or A/C running, leaving lights on, ignoring the toilet that constantly flushes on its own, etc.3.

I immediately ask for contracts to verify relationships and legal obligations, and when a PM contract says they are not responsible and property owner is only responsible, I deny the claim on the same basis. 

As for the lease saying one thing and the practice of the owner another (water in your explanation) if you've discovered this and want to proceed with the transaction then in addition to your credit request, or if its denied, you have two other ways to address the issue: 1) put your demands in writing and submit it to the seller via your escrow or 2) know how you will deal with the issues prior to closing and proceed to close (let the tenants know you are/aren't paying for water and will require an addendum to the lease after closing).

Can I make a home warranty claim or do you guys think it would probably be denied.

After attempts to get it approved as legal were denied, we demolished the existing structure last fall in order to build a new one.  

Also figure in making your flue pipe accessible on the exterior because you will have some one spoof it out from time to timeI like to add a deductible to the tenant for appliance service call of something to encourage them to not abuse them, even $25 will get them to think twiceI live in Conroe, and I am in Huntsville all the time so your a little far for me to help you (you would be paying for me burning diesel)  .
